El Paso Water (EPWater) is seeking up to three private‑sector partners to design, permit, construct, finance, operate, and maintain a Renewable Natural Gas (RNG) facility at the Roberto R. Bustamante Wastewater Treatment Plant (RRBWWTP) in El Paso, Texas. The effort will be delivered through a two‑step public‑private partnership (P3) process: an RFQ to pre‑qualify firms, followed by an RFP for the selected firms. The Phase 1 scope focuses on converting existing biogas from the plant’s anaerobic digesters into pipeline‑quality RNG for injection into ONE Gas’s network, with optional Phase 2 enhancements (co‑digestion or a new digester) left to future consideration. EPWater expects a 15‑year contract term covering design, permitting, construction, commissioning, and long‑term operations and maintenance, as well as financing and marketing of RNG and associated renewable credits.
• Design of biogas pretreatment, RNG upgrading, and interconnection station (compliance with TCEQ, local, state, federal regulations).
• Obtain all necessary permits and regulatory approvals (except those retained by EPWater).
• Construct the RNG system, integrate with existing plant and ONE Gas pipeline, and commission the facility.
• Provide 15‑year operations & maintenance, including O&M manual, staff training, and compliance with labor/wage standards.
• Secure full project financing and manage marketing/sale of RNG and renewable identification numbers (RINs).
• Optional Phase 2 options (co‑digestion of FOG/high‑strength waste or new on‑site digester) may be proposed but are not evaluated in this RFQ.
