Full-Service Accounting & Financial Management Services

The City of Tucson is seeking proposals from qualified accounting firms to provide comprehensive outsourced accounting and financial management services to El Pueblo Housing Development (EPHD), a municipally affiliated 501(c)(3) nonprofit subsidiary of the City. The selected firm will provide services including general ledger and fund accounting, development and construction accounting, accounts payable and receivable, cash management, financial reporting, budgeting and forecasting, compliance support, and audit services. The firm must demonstrate experience in providing services to nonprofit organizations and affordable housing development, as well as expertise in Low-Income Tax Credits (LIHTC) and federal grant compliance. • The scope of work includes establishing and maintaining a GAAP-compliant nonprofit fund accounting system, tracking predevelopment, construction, and permanent financing costs, and supporting lender draw requests and construction requisitions. • The firm must also provide monthly, quarterly, and annual financial reports, and support the preparation of tax returns and other regulatory filings. • The contract will be for a period of time, potentially up to 3 years for record-keeping purposes, and the firm must maintain all financial records and make them available for audit and inspection.
