Vender Managed Inventory Material Support

The Department of the Army’s Rock Island Arsenal Joint Manufacturing Technology Center is conducting market research to identify qualified vendors capable of providing full‑service Vendor Managed Inventory (VMI) and on‑site material support. The effort will consolidate procurement, warehousing, logistics, and billing for raw materials, fasteners, and component parts across multiple government programs, with a dedicated on‑site representative and strict WBS‑segregated billing. • Provide on‑site VMI management, procurement, warehousing, and logistics for raw materials, fasteners, and components. • Staff a full‑time on‑site representative (plus backup) Monday‑Friday, 0600‑1430, with optional surge support. • Maintain ISO/AS9100 quality systems, deliver Certified Test Results and Certificates of Conformance, and ensure 100 % traceability of “M‑Numbers”. • Implement WBS‑segregated billing, point‑of‑use tracking, and monthly/weekly reporting (inventory status, invoicing, consumption). • Perform a 30‑day transition‑in phase and a 30‑day transition‑out phase; manage disposal of waste and return of unused inventory. • Contract period: 1 base year with up to five (5) one‑year options, located at Rock Island Arsenal, IL. • Required capabilities include prior VMI program experience, logistics/supply‑chain depth, qualified personnel with security clearance, and ISO/AS9100 certification.
