P27-31 BGR - Planning Services

The City of Bangor is seeking a qualified consulting firm to provide comprehensive planning services for Bangor International Airport (BGR) over a multi‑year horizon. The scope includes master‑plan updates, capital improvement studies, environmental assessments, terminal renovation concepts, land acquisition, feasibility studies, and various specialized airport‑related analyses. The selected firm will act as the lead planner, coordinating with the FAA, managing all documentation, and delivering full‑service planning from inception through completion for a series of projects anticipated over the next four to five years. • Provide planning, feasibility, and design studies for airport master‑plan, ALP, and specific project updates. • Conduct environmental, land‑use, and obstruction analyses. • Develop conceptual designs for terminal renovations, utilities, drainage, and pavement classification. • Perform financial studies (rates, charges, lease, DBE goals). • Manage all coordination with FAA, BGR security, and other stakeholders. • Maintain required insurance, security clearances, and compliance with federal regulations throughout the contract term.
