The Niagara Frontier Transportation Authority (NFTA) owner and operator of the Niagara Falls International Airport (NFIA), invites interested Consulting Teams to submit a technical proposal from firms that have the requisite, demonstrable competence, and experience for support in the preparation of the planned “NFIA – Runway 10/28 Rehabilitation” project.
Qualified firms must demonstrate aviation civil engineering design and construction administration expertise for complex runway projects at active commercial-service airports. Relevant experience shall include FAA advisory circulars and technical specifications, airport pavement and drainage design, aviation electrical systems, aircraft operational analyses, temporary displaced-threshold operations, Aeronautical Airspace Review applications, Construction Safety and Phasing Plans, OGS code-compliance review, Modification of Standards, permitting, and commissioning. The project requires full professional engineering services, including investigations, surveying, geotechnical and pavement evaluation, project management and phasing, civil and airfield design, contract-document development, cost estimating, scheduling, procurement support, and construction administration. Key team members must demonstrate strong technical, verbal, and written communication skills to coordinate effectively with NFTA staff, airport operations, the Resident Engineer, Air Traffic Control, commercial air carriers, military stakeholders, funding and regulatory agencies, FAA’s New York Airports District Office, and applicable FAA facilities personnel. Proposers must demonstrate their qualifications to execute projects that include the Scope of Work Elements outlined in Attachment B, Section II, and the Tasks outlined in Attachment B, Sections V, VI, and VII.

Proposals received after the date and time specified above for opening shall be considered late proposals and, therefore, shall not be opened and/or considered for award.
The Consultant shall perform not less than 50% of the work with its own forces.
The time of completion for the project is 305 calendar days after receipt of the Notice to Proceed.
The established DBE goals are 0%.
