Description

The City of Hastings is seeking a qualified environmental professional (QEP) to complete the planning, permitting, cost estimating, and oversight for an asbestos remediation project at the former Hastings Middle School. The QEP will finalize the Analysis of Brownfields Cleanup Alternatives (ABCA), develop a Quality Assurance Project Plan (QAPP), a Health and Safety Plan (HASP), manage permitting, update EPA ACRES, produce a cost estimate for the abatement, and supervise the actual asbestos removal, including air monitoring and final close‑out documentation. The contract is fixed‑price, with a bid deadline of April 14 2026 and award expected April 27 2026; planning deliverables are due June 1 2026 and full remediation is slated for completion by October 2026. • Scope includes ABCA finalization, QAPP, HASP, permitting, EPA reporting, and cost estimating for full asbestos removal (≈ $500 K). • QEP will also oversee field abatement, conduct air monitoring, manage the project, and prepare close‑out paperwork. • If the same firm wins both the QEP and abatement contracts, an independent third‑party must be hired for the oversight tasks.

Budget estimate

$100,000 – $250,000

The QEP contract is a professional‑services engagement rather than the full abatement cost. Based on comparable environmental consulting fees for brownfields projects of this size, the city is likely to award a fixed‑price fee ranging from roughly $100,000 for a minimal scope up to $250,000 for a comprehensive scope that includes detailed plans, permitting, cost estimating, and full remediation oversight. The estimate reflects labor rates for senior environmental engineers, health‑safety specialists, and project managers, plus overhead and profit.
