Annual Contract for Rubber Glove and Sleeve Testing & Inspection

Bryan Texas Utilities (BTU) seeks a qualified vendor to provide recurring cleaning, inspection, dielectric testing, marking, documentation, pickup, and delivery services for rubber insulating gloves and sleeves used by BTU personnel, with optional pricing for replacement gloves. The contract is initially for one year with up to four one‑year renewal options. Quarterly testing of approximately 1,000 glove pairs (≈2,000 individual gloves) and semi‑annual testing of four sleeve pairs are required. Services must comply with OSHA 29 CFR 1910.137 and ASTM standards, include turnaround within ten business days, and provide detailed electronic test reports within two business days of return. The vendor must also supply replacement glove pricing (Class 0 and Class 2) on a per‑pair basis, though replacements are only purchased upon BTU authorization. • Quarterly pickup, cleaning, visual inspection, and dielectric testing of rubber insulating gloves (Class 0 & Class 2) – ~250 pairs per quarter. • Semi‑annual pickup, cleaning, inspection, and testing of rubber insulating sleeves – 4 pairs per year. • Marking of each passing item with BTU identification and test date; electronic PDF & spreadsheet reporting. • Delivery of tested items back to BTU warehouse within 10 business days of pickup. • Pricing must be all‑inclusive per pair; no additional freight, fuel, or handling fees unless pre‑approved. • Vendor must provide replacement glove pricing (new, unused gloves) per pair, matching class, size, and configuration. • Required certifications: compliance with OSHA, ASTM, and any applicable third‑party laboratory accreditations. • Insurance minimums: $2 M CGL, $1 M auto liability, $1 M workers’ comp. • Contract term: 1 year, with up to four optional 1‑year renewals; price adjustments limited to CPI or 3 % annually.
