Annual Maintenance, Repair, and Inspection Services for Mobile Medium-Heavy Equipment

The City of Lakeland, through its utility Lakeland Electric, is seeking one or more qualified contractors to provide on‑demand maintenance, inspection, diagnostic, repair and related services for its fleet of mobile medium‑heavy equipment (e.g., loaders, excavators, telehandlers, forklifts, cranes, pumps, trenchers). The contract will set fixed labor rates, parts markup and other pricing terms and will be administered via blanket purchase orders over a one‑year base term with up to four optional one‑year renewals. Services can be performed at the contractor’s shop or on‑site at three power‑plant locations. Tire‑related work is excluded. The City emphasizes rapid response (routine requests acknowledged within one business day; emergencies within four hours) and requires detailed service reporting, qualified technicians, and compliance with safety, insurance and certification requirements. • Scope: preventive, scheduled, diagnostic, mechanical, hydraulic, electrical, welding, emergency repairs for mobile construction/ material‑handling equipment. • Locations: McIntosh, Larsen Memorial, and Winston Power Plants (Lakeland, FL). • Contract term: 1 year base, option for four additional 1‑year renewals. • Pricing: fixed hourly labor rates (shop, field, overtime, weekend/holiday), service‑truck charge, mileage, OEM & aftermarket parts markup. • Response requirements: electronic submission via OpenGov portal by Oct 9 2026 3:00 PM; pre‑proposal meeting Sep 28 2026 (non‑mandatory); questions due Oct 2 2026 5:00 PM. • Mandatory certifications: insurance, indemnification, human‑trafficking affidavit, drug‑free workplace, SAM debarment, E‑Verify, etc. • Evaluation: qualifications/experience (25 %), service capability/response (20 %), approach (15 %), pricing (30 %), documentation/warranty (10 %).
