Notice of Application for State Air Quality Permit AQ0923MSS12 and AQ0923TVP03 Rev 1, Hilcorp Alaska, LLC, Nikaitchuq Development

The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve Hilcorp Alaska, LLC’s application for Air Quality Control Minor Permit AQ0923MSS12 for the Nikaitchuq Development. The Nikaitchuq Development is an oil and gas production facility with three geographic sites located on Alaska’s North Slope. The potential annual emissions of regulated air pollutants at the stationary source will not exceed: 225.0 tons of nitrogen oxides, 225.0 tons of carbon monoxide, 24.0 tons of particulate matter, 61.5 tons of sulfur dioxide, 91.1 tons of volatile organic compounds, 290,130 tons of carbon dioxide equivalent emissions, and 3.8 tons of Hazardous Air Pollutants (HAP). • The total annual potential emissions of regulated air pollutants, other than greenhouse gases, are 626.6 tons. • ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law. • ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. • The public comment period ends on September 07, 2026, at 11:59 p.m. Alaska time.
