Transportation Project Delivery Plan Consultant Services

The Houston‑Galveston Area Council (H‑GAC) is seeking a qualified consulting firm to develop a comprehensive Transportation Project Delivery Plan for its eight‑county MPO region. The consultant will assess the current project‑delivery framework, interview internal and external stakeholders, benchmark peer MPOs, and produce recommendations for organizational structure, staffing, processes, procurement procedures, budgeting, and risk management. Deliverables include detailed reports, organizational charts, process flow diagrams, standard templates, short‑ and long‑term workplans, and budget projections.
