Lobbying Services

The City of Colorado Springs seeks a qualified firm to provide comprehensive lobbying services covering Colorado state legislative and executive matters as well as federal agency interactions. The contractor will monitor, analyze, and report on relevant legislation, develop strategic advocacy plans, prepare briefing materials, and directly lobby on the City’s behalf over a base year with up to four optional extensions. The work requires continuous engagement with city officials, legislative bodies, and federal representatives, and includes coordination of events, drafting of legislative proposals, and ongoing strategic recommendations. • State‑level lobbying: monitoring Colorado legislation, preparing analysis, direct advocacy, and coordination with city leadership. • Federal‑level lobbying: tracking federal actions, developing advocacy strategies, preparing briefing materials, and reporting to the City. • Ongoing deliverables: regular reports, strategic recommendations, attendance at legislative events, and support for drafting and promoting city‑favored legislation.
