Provide Professional Services for Utility Tariff Extension of Services

The Municipality of Anchorage is seeking a qualified consulting firm to provide professional regulatory services to review, revise, and draft tariff rules for water and wastewater utility service extensions. The work includes a comprehensive review of existing AWU and ASU tariff rules, gap analysis, development of new extension language, preparation of developer agreement templates, cost‑allocation recommendations, fee schedule updates, and participation in public outreach. Work will be delivered under individual contract task orders over a five‑year contract term. • Review and analyze current water‑ and wastewater‑utility tariff rules (AWU & ASU). • Draft new tariff language for service extensions, developer agreements, and cost‑allocation mechanisms. • Produce fee‑schedule recommendations and support public‑engagement workshops. • Submit revised tariff proposals to the Alaska Regulatory Commission. • Provide ongoing consulting support through task‑order based deliverables.
