Examination Administrative Services

The State of Delaware, Department of Insurance, is seeking professional services to hire an independent contractor for examination administrative services. The contractor will assist the Commissioner and the Department in meeting their statutory obligations to examine the business and affairs of Delaware domiciled licensed insurance companies and to act as Special Deputy to the Commissioner. The scope of services includes discrete billable services such as scheduling, conducting, and monitoring financial, market conduct, and targeted examinations, as well as discretionary billable services such as advising the Commissioner and the Department on admission applications, mergers and acquisitions, and supervision, rehabilitation, or liquidation of Delaware domestic insurers. The contractor will also provide training, technical, and IT support for examiners, prepare certificates of reserve valuation, and advance fees and expenses to contract examiners. Some key points to consider include: * The contractor must have a primary office location in Delaware and be independent of the insurance industry. * The contractor must have at least 15 years of substantive experience in conducting and managing exams under Title 18. * The contractor must have at least 10 years of substantive experience in providing independent expert financial advice and opinions. * The contractor must have a CPA and CIE designation. * The contractor must provide proof of insurance and amount of insurance. * The contractor must disclose any contractual relationship with insurance entities. * The contractor must have Delaware licenses and/or certifications necessary to perform services. * The Department reserves the right to refuse any proposal from a vendor who has been convicted of a criminal offense, has been debarred or suspended, or has violated contract provisions.
