Description
The Rhode Island Housing and Mortgage Finance Corporation is seeking a contractor to act as an Administrative Hearing Officer for Project‑Based Section 8 developments. The contractor will schedule, conduct, and decide informal hearings (virtual or onsite) for approximately 40‑50 Section 8 related cases per year, handle interpreter and accommodation coordination, and deliver written decisions within five business days. Proposals must include detailed cost proposals, certifications, and demonstrate extensive experience with HUD Section 8 processes, legal hearings, and data‑security compliance. The award must begin service by January 1, 2027, with a mandatory training session within two months of award.
