Description
The State of South Dakota’s Department of Health is seeking a qualified consultant (or consulting firm) to design, develop, and provide oversight for Regional Emergency Medical Services (EMS) Hub models across the state. The contractor will lead regional hub design, stakeholder engagement (including tribal and volunteer EMS agencies), workforce sustainability planning, data‑sharing architecture, implementation support, and performance‑measurement reporting. All deliverables must be reviewed and approved by the DOH. The effort is funded by up to $8 million of federal FY funding and runs for roughly 15 months, with optional one‑year extensions.
• Develop comprehensive regional EMS hub designs, governance frameworks, and implementation plans.
• Conduct extensive stakeholder outreach, including workshops, tribal consultations, and coordination among EMS agencies, hospitals, and public‑health entities.
• Deliver workforce sustainability strategies, data‑interoperability blueprints, and measurable performance metrics, and provide ongoing oversight throughout the contract period.
