The City of Franklin, Tennessee is seeking a qualified consulting firm to act as Owner Advisor (OA) for a multi‑phase rehabilitation/replacement of its Fiber Reinforced Polymer Pipe (FRPP) sewer interceptor system. The OA will support the Water Management Department through project initiation, CMAR procurement assistance, contract administration, design coordination, construction management, and close‑out activities. The role is advisory and managerial—no direct design or construction work—requiring expertise in trenchless rehabilitation, FRPP failure analysis, CMAR delivery, utility coordination, and public‑sector procurement.
• Provide strategic guidance on collaborative CMAR delivery and develop procurement packages for the Construction Manager‑At‑Risk.
• Conduct technical reviews of FRPP condition, root‑cause analyses, and recommend repair/replacement methods (point repair, trenchless, open‑cut).
• Manage design‑phase support, document control (Procore), and act as liaison between Owner, Designer, and CMAR.
• Oversee construction‑management services: schedule tracking, compliance monitoring (Davis‑Bacon), RFI handling, pay‑application reviews, and progress reporting.
• Coordinate right‑of‑way, easements, and community outreach to minimize service interruptions.
• Deliver independent cost estimates, risk mitigation plans, and quality‑assurance procedures throughout all five project phases.
