The State of South Dakota’s Division of Criminal Investigation – Office of Law Enforcement Training is seeking a qualified vendor to conduct a comprehensive statewide Job Task Analysis (JTA) of roughly 2,000 law‑enforcement officers from over 200 agencies, and to translate the findings into an updated Basic Law Enforcement Certification curriculum that integrates de‑escalation and crisis‑response content. The effort includes development of lesson‑plan packages, instructor and student manuals, visual aids, and testing instruments, and will be performed over a 14‑month period. The contractor must work closely with LET subject‑matter experts, adhere to state‑specified proposal formatting, and deliver both hard‑copy and electronic submissions. • Design and administer a JTA instrument to ~2,000 officers, analyze results, and identify core task blocks. • Update/expand 157 existing learning objectives across 49 topic areas, adding new objectives for emerging topics such as de‑escalation and domestic‑abuse training. • Produce detailed lesson‑plan deliverables (instructor & student guides, visual aids, assessments) and provide cost estimates for optional technology enhancements (VR, AI).
