REAL ESTATE APPRAISAL AND VALUATION SUPPORT SERVICES

The Metropolitan Water District of Southern California is seeking pre‑qualified consultants to provide on‑call real‑estate appraisal and valuation services across four technical categories: (1) Real Property Appraisals & Review, (2) Rent/Lease Surveys and Market, Cost & Feasibility Studies, (3) Special‑Purpose Appraisals & Review, and (4) Relocation Business Goodwill & Personal Property Appraisals. Respondents must have at least five years of experience with public agencies on the relevant type of work and must hold a valid California Certified General Appraiser license (or equivalent). The solicitation is an RFQual; successful firms will be placed on a three‑year pre‑qualified list and may be awarded task orders up to a $225,000 annual ceiling. The award process includes evaluation criteria weighting (key personnel, firm qualifications, past performance, technical approach, and socio‑economic outreach). • Four optional service categories allow firms to qualify for any combination based on expertise. • Minimum principal qualifications: ≥5 years public‑agency appraisal experience and a California Certified General Appraiser license. • Annual funding limit of $225 k; contract term up to three years with work issued via individual task orders. • Socio‑economic incentives: +5 % score boost for S/DVBE certification and +5 % for Regional Business Enterprise (RBE) status. • Mandatory insurance coverage (general liability, automobile, professional liability, workers’ comp) and strict compliance (AI disclosure, conflict‑of‑interest, monthly invoicing, CCAP reporting).
