The State of South Carolina Department of Public Health is seeking a single‑vendor contractor to provide statewide courier services for newborn‑screening specimens. The contractor must transport sealed specimen envelopes from 35‑38 birthing hospitals to the DPH Public Health Laboratory each night, meet strict pickup (after 9 PM) and delivery (by 7 AM) windows, maintain chain‑of‑custody documentation, and handle an optional “as‑needed” route to the Greenwood Genetic Center. All drivers must be direct employees, fully vetted, and trained in OSHA blood‑borne pathogen and hazardous‑materials handling.
