Northern Branch Extension (HBLR) – Transit Oriented Development Comprehensive Corridor Plan

This solicitation seeks a qualified consulting firm to develop a comprehensive Transit‑Oriented Development (TOD) corridor plan for the Northern Branch Extension of the Hudson‑Bergen Light Rail (HBLR). The work involves extensive community and stakeholder engagement, land‑ownership and market assessments, coordination with an ongoing Draft Environmental Impact Statement, and delivery of implementation strategies and vision plans for multiple stations along the corridor. The contract is a cost‑plus‑fixed‑fee professional‑services agreement with a 15‑month performance period, requiring the prime consultant to manage sub‑consultants, maintain extensive insurance coverage, and comply with numerous federal, state, and NJ TRANSIT regulations (DBE, Buy‑America, EEO, cybersecurity, etc.).
