The Village of Oak Park seeks a modern, secure, cloud‑based Human Resources Information System (HRIS) that will replace its fragmented HR technology stack and optionally provide payroll processing. The solution must integrate with the Village’s existing financial system (BS&A Cloud), support multi‑union payroll, time‑keeping, benefits administration, talent acquisition, performance management, DEIA reporting, and deliver robust analytics and self‑service portals. • Cloud‑based HRIS with optional payroll engine and full integration to BS&A Cloud accounting.
• Comprehensive functional coverage: core HR, payroll, timekeeping, benefits, recruitment, performance, learning, DEIA, reporting, and analytics.
• Required security and accessibility certifications (SOC 2 Type II, ISO 27001, WCAG 2.1 AA, SSO/SAML, MFA, encryption, 24×7 incident response).
• Data migration of >7 years of payroll, time, and performance data from multiple legacy systems, plus parallel payroll testing and validation.
• Implementation timeline: award by 20 Oct 2026, contract effective 1 Jan 2027, system live no later than 1 Jan 2028.
