The City of Missoula is seeking a qualified GIS consultant to perform spatial adjustments and data reconciliation to align boundary datasets with the new parcel fabric while preserving legal intent and topological integrity. The consultant will be responsible for re-aligning administrative boundary datasets to the updated parcel fabric, preserving legal descriptions and jurisdictional intent, updating/correcting attributes, maintaining or improving topology and data integrity, and delivering production-ready, enterprise-compliant GIS datasets. The project involves working with approximately 55 authoritative datasets, 19,700 features to evaluate for updates, and utilizing ArcGIS Enterprise v11.4, ArcGIS Pro v3.4, and versioned feature services. The key objectives and desired outcomes of the project include re-aligning boundary datasets to the updated parcel fabric, differentiating between survey-defined boundaries, parcel geometry-derived boundaries, cartographic/service area boundaries, and infrastructure location-derived boundaries, and reconstructing boundaries from parcel fabric geometry where legally appropriate.
• The project requires expertise with ArcGIS Pro, ESRI Parcel Fabric, spatial adjustment tools, and enterprise geodatabases (SQL Server).
• The consultant must demonstrate experience with municipal boundary maintenance, cadastral datasets, and interpretation of various types of legal descriptions and understanding of legal boundary implications.
• The project involves working with a range of data categories, including annexations and de-annexations, city limits, council wards, neighborhood boundaries, easements, fire districts, police patrol zones, infrastructure operations boundaries, public parks, right-of-way obtained, right-of-way vacated, subdivisions, and additional administrative boundaries.
• The consultant must provide a detailed Adjustment and Version Management Plan, updated boundary feature classes, file geodatabase backup, metadata updates, documentation of additional relevant features discovered, and a QA/QC report.
