B--UMRBA STUDY

The U.S. Geological Survey’s Upper Midwest Environmental Science Center needs a sole‑source contract with the Upper Mississippi River Basin Association (UMRBA) to provide technical assistance for deriving and loading elevation data for boat ramps into the Inland Sensitivity Atlas (ISA) Database. UMRBA is the only entity that can edit and maintain the ISA Database, making it the exclusive source for this work. The contractor will ensure data quality, proper formatting, and successful integration into the database, then disseminate the updated information to end‑users. The effort lasts three months from award and is expected to be awarded on 9/7/2026. • Scope: Derive elevation data for each boat ramp listed in the ISA Database. • Scope: Validate data quality, type, and format for compatibility with the ISA Database. • Scope: Input validated data into the ISA Database and confirm successful upload. • Scope: Coordinate with UMRBA to distribute updated data to database end‑users. • Period of Performance: 3 months after award. • Sole‑source justification: UMRBA is the sole organization with edit rights to the ISA Database; no commercial alternatives exist. • Submission: Capability statements due by 12:00 pm MT, September 3 2026, via email to the listed contact.
