Transitional Living Residential

The State of North Dakota DHHS is seeking a vendor to design, build, and operate a 12‑bed transitional‑living residential facility in Bismarck for adults (18+) with mental illness and/or substance‑use disorders. The contractor must provide 24‑hour staff coverage, three meals per day, interpreter services, HIPAA‑compliant handling of health information, and comply with state policies on tobacco‑free environments, medication management, and quality‑management reporting. The contract runs from April 1 2026 through June 30 2027 (15 months) with optional extensions and renewal options. • Deliver a fully staffed 12‑bed residential unit meeting ADA, safety, and therapeutic‑environment standards. • Provide 24/7 supervision, RN coverage, medication assistance, and required interpreter/TTY services. • Maintain strict HIPAA/42 CFR Part 2 compliance, submit monthly usage reports, and participate in quarterly quality‑management meetings.
