The Mississippi State Department of Health (MSDH) seeks a qualified contractor to design, build, operate, and maintain a statewide Health Information Exchange (HIE) that will evolve into a Health Data Utility (HDU). The effort includes phased bidirectional clinical data exchange, integration with public health registries, emergency systems, and future All‑Payer Claims Database, as well as centralized imaging services and real‑time data capture. The contract is a multi‑term, firm‑fixed‑price award spanning January 4 2027 through December 31 2032, with a total lifecycle budget funded primarily by CMS/HHS (≈ $205 M).
• Design, deployment, and ongoing management of a statewide HIE platform meeting federal interoperability standards (ONC, CMS, CDC).
• Provide connectivity for rural hospitals, long‑term care, behavioral health, emergency services, and other care settings.
• Support public‑health reporting, surveillance, and payer data needs; enable real‑time data exchange.
• Deliver centralized imaging services, data de‑duplication, and analytics capabilities.
