Paratransit Eligibility Assessment

The Rhode Island Public Transit Authority (RIPTA) seeks a qualified firm to perform functional disability assessments and determine ADA‑paratransit eligibility for its RIde ADA & RIde Anywhere programs. The contractor must manage the full lifecycle of applications—receiving, assessing within 21 days, notifying applicants, handling appeals, and conducting recertifications—while providing real‑time data access, monthly performance reporting, and multilingual customer service. The contract is a one‑year base period with up to four optional renewal years, funded 80 % by the Federal Transit Administration and 20 % by RIPTA, and requires compliance with extensive federal and state regulations, bonding, insurance, and DBE certification. • Conduct in‑person or telephone functional assessments of paratransit applicants within a strict 21‑day window (provisional eligibility on day 22 if needed). • Deliver real‑time data feeds (API/ODBC) and monthly certification reports, and operate a call‑center with language‑access services (Spanish mandatory). • Maintain a facility within RIPTA’s service area, staff a full‑time project manager and qualified assessors, and comply with FAR/FTA, Davis‑Bacon, Buy‑America, and other statutory requirements.
