The City of Adelanto is seeking a private partner to finance, design, construct, own, and operate a commercial‑scale green hydrogen production facility using electrolyzer technology. The partner must bring a proven off‑take agreement (or LOI) with a heavy‑marine or port‑related customer, assume all project financing risk, and deliver a plant that can be phased‑expanded to meet growing demand. In addition to the core hydrogen production, the City requires a robust local economic‑development component that creates jobs, provides workforce‑training, and fosters an advanced green‑industry ecosystem in Adelanto.
