Enterprise-wide OT/ICS/FRCS Modernization and Integration Prototype 1.0 (ICED-603)

The U.S. Army Information Systems Engineering Command (ISEC), on behalf of Army Materiel Command, is issuing a Call for Solutions (CfS) to prototype a modern, cyber‑resilient Operational Technology (OT), Industrial Control Systems (ICS) and Facility‑Related Control Systems (FRCS) metering and integration platform. The effort is structured as a two‑phase Other Transaction Agreement (OTA) prototype: • Phase 1 – Submit a 20‑page solution brief (white paper) by 1 Sept 2026, demonstrating commercial readiness, CMMC 2.0 compliance, and a high‑level technical approach. No live‑site demo required. • Phase 2 – Provide a detailed written brief, including architecture diagrams, a 5‑year Total Cost of Ownership (TCO) model, and optional teaming information. No oral presentations or field deployments required. Key requirements include: • Ability to ingest legacy protocols (Modbus, BACnet, LonWorks, OPC, DNP3) and provide secure telemetry to Army‑designated repositories. • Cyber‑resilience: CMMC 2.0 Level 2 / SPRS compliance; encryption for data in transit at Level 2+; handling of Controlled Unclassified Information (CUI). • Leverage existing network infrastructure where feasible; solution must be on‑premise or enclave‑isolated, with optional GovCloud as a separate COA. • Provide task‑level “break/fix/repair” (BFR) support, on‑site hand‑over training, and as‑built documentation. • Funding will be Cost‑Plus‑Fixed‑Fee (CPFF); the Government will award a prototype contract after Phase 2 evaluation, with award expected around 25 Sept 2026. • No security clearances required for Phase 1/2 submissions; secret clearance may be needed only for classified site work post‑award. • The prototype does not guarantee full lifecycle O&M, but a 5‑year TCO model is required for potential sustainment planning.
