Description

The City of Los Angeles Harbor Department is seeking a marine surveyor to provide as-needed condition and valuation survey services for the Harbor Department’s vessels and landings. The selected surveyor will conduct surveys to assess the sea worthiness of the vessels and landings and confirm the insured value for insurance underwriting purposes. The surveyor must be a member of the National Association of Marine Surveyors (NAMS) or the Society of Accredited Marine Surveyors (SAMS) and have 3-5 years of marine surveying experience. The contract is expected to last for one year from the date of execution. Some key points to consider: • The surveyor will conduct Conduct & Valuation (C&V) surveys on an as-needed basis. • The surveyor must have a working knowledge of vessel electrical and mechanical systems and a fundamental understanding of boat design and construction. • The survey shall consist of an inspection of the vessel, barge, floating dock, and/or landing for its existing condition and include the condition of the vessel and/or structure, main engine and propulsion system, auxiliary engines, electrical equipment, boilers, steering gear, pumps and pipes, deck equipment, safety equipment, electrical, navigation, and sensors & monitoring systems, interior systems, and environmental and regulatory compliance. • The survey report shall include a comprehensive summary of the inspection details, findings, recommendations, and valuation details.

Budget estimate

$200,000 – $500,000

The budget for this opportunity is difficult to estimate, as the contract is for as-needed services and the total amount of work is not guaranteed. However, considering the scope of the project, which involves surveying vessels and landings, and the requirement for the surveyor to have 3-5 years of experience, the budget could be substantial. Assuming the surveyor will conduct an average of 10 surveys per year, with each survey requiring approximately 5 days of work, the total budget could be in the range of $200,000 to $500,000 per year, depending on the surveyor's daily rate and the complexity of the surveys. However, this is a rough estimate and the actual budget could be higher or lower, depending on the specific requirements of the project and the surveyor's qualifications and experience.
