The County of Navajo, Arizona (on behalf of the Northeastern Arizona Local Workforce Development Board) is seeking a qualified provider to deliver comprehensive Workforce Innovation and Opportunity Act (WIOA) Title I‑B career services for adults, dislocated workers, and youth across a multi‑county region. The contract is cost‑reimbursement, runs for one year with the possibility of up to four one‑year extensions, and is funded at approximately $415 k, of which no more than $215 k may be spent on salaries and related expenses. The provider must staff multiple workforce centers, meet performance metrics, and submit detailed monthly reports via the Arizona Job Connection system. • Deliver basic and individualized career services (intake, assessments, employment counseling, case management, and credentialing) for adults, dislocated workers, and out‑of‑school/in‑school youth. • Provide work‑based learning opportunities (apprenticeships, on‑the‑job training, job‑shadowing, work experience) and ensure at least 65 % of direct client dollars are obligated by 31 Mar each year. • Manage a budget of ~$415 k, keep staff‑related costs ≤ $215 k, and submit monthly performance and financial reports; maintain performance on 6 of 8 key indicators at ≥ 90 % compliance.
