The Ohio Department of Behavioral Health (DBH) seeks a qualified contractor to provide comprehensive data, measurement, and strategic‑advisory services to strengthen DBH’s behavioral‑health‑workforce planning. The effort includes a national subject‑matter‑expert review of DBH’s workforce framework, a crosswalk of recommended metrics to existing Ohio data sources, alignment of the statewide needs‑assessment survey with identified indicators, and ongoing advisory support through the FY 2027 period. The contractor must bring national expertise, multi‑state benchmarking experience, and proven ability to integrate administrative, licensure, survey, and labor‑market data.
• Conduct a national SME review of DBH’s workforce framework and benchmark against other states.
• Develop a metrics & indicators crosswalk, assess Ohio data sources, and identify data gaps.
• Review and refine the statewide workforce needs‑assessment survey to ensure alignment with metrics.
• Provide periodic strategic advisory and technical assistance through November 2026 – June 2027.
