The State of South Carolina is issuing a firm‑fixed‑price, multi‑year RFP for the design, development, integration, testing, deployment, and ongoing operation of a statewide “Find Your Future” (FYF) portal. The portal will serve as a single digital front‑door for citizens—students, job‑seekers, veterans, employers, educators, and other partners—to discover, apply for, and track education and workforce services across dozens of existing agency systems. The contract includes a seven‑year performance period (three‑year base plus one two‑year option and two one‑year options, with a possible 12‑month continuity extension), AI‑assisted guidance features, robust security, accessibility, multilingual support, and full lifecycle support (implementation, O&M, and future releases). • Full‑life‑cycle implementation: governance, planning, design, configuration, build, test, cut‑over, hyper‑care, and ongoing operations. • Multi‑agency integration of >120 legacy applications, federated single sign‑on (MySC.gov, ID.me, Login.gov), and secure API‑first architecture. • AI‑driven content assistance, personalization, and closed‑loop controls with mandatory human‑in‑the‑loop review and auditability. • Stringent security, privacy, and accessibility compliance (DIS‑200/210, NIST, WCAG 2.0 AA, Section 508). • Mandatory deliverables include detailed UX design packages, data‑architecture & governance plans, security & AI‑governance plans, testing & validation packages, training & knowledge‑transfer materials, and monthly performance reports. • Milestones: MVP Release 1 (170‑260 days after NTP), Release 1.1 (60‑90 days after MVP acceptance), and future releases to be scheduled by the contractor. • Key personnel (program lead, project manager, enterprise architect, OCM lead, etc.) must be US‑based and retained for the contract duration.
