Consulting Services for the Preparation of the 7th Cycle Shasta County Housing Element Update and Mandated General Plan Amendments

The County of Shasta is seeking a qualified consulting firm to develop the 7th‑Cycle Housing Element update and to prepare required General Plan amendments, with an optional component to complete unfinished Safety and Community Organization Elements. The work includes comprehensive project management, public engagement, data analysis, site inventory, policy development, CEQA compliance, coordination with the California Department of Housing and Community Development (HCD), and delivery of multiple draft and final documents for adoption and certification. The consultant must also assess and recommend rezoning opportunities, alternative water/sewer solutions, and strategies to meet the county’s increased Regional Housing Needs Allocation (RHNA) of 1,733 units. Optional tasks involve finalizing pending General Plan updates triggered by recent state legislation. • Prepare a compliant Housing Element for the 2028‑2036 RHNA period. • Conduct public outreach and stakeholder engagement across diverse community segments. • Perform housing needs assessments, site inventories, and constraint analyses. • Develop policy recommendations, implementation schedules, and financing strategies. • Produce administrative, draft, screen‑check, and final Housing Element documents in both Word and PDF. • Coordinate CEQA documentation and HCD review processes. • Lead workshops and hearings before the Planning Commission and Board of Supervisors. • Optionally complete Safety Element and Community Organization Element updates.
