2026 Montrose County Housing Needs Assessment

Montrose County is seeking a qualified consulting firm to prepare a comprehensive Housing Needs Assessment (HNA) for the unincorporated area of the county, in full compliance with Colorado Senate Bill 24‑174. The assessment will serve as the data foundation for a future County Housing Action Plan. The contract value is set at $75,000, with work expected to begin after award (November 2026) and culminate in a final approved report by July 2027. • Conduct data collection on existing housing stock, household demographics, employment, income, and water‑supply needs. • Perform quantitative and qualitative analysis to estimate current and projected housing needs by income level, dwelling type, and displacement risk. • Lead a public‑engagement process (surveys, focus groups, interviews) to gather stakeholder input. • Produce draft and final HNA reports, including maps, charts, and policy‑recommendation sections. • Deliver a public‑presentation of findings and a set of recommended policy/programmatic responses. • Provide quarterly invoicing; final payment due 45 days after acceptance of the completed HNA. • Required deliverables: draft reports for each task, a public‑engagement plan, a final HNA ready for state submission, and a recommendations package for the County’s Housing Action Plan. • Mandatory compliance with SB 24‑174 guidelines, Colorado Open Records Act, and local procurement rules.
