Description

The Connecticut Department of Mental Health and Addiction Services (DMHAS), in partnership with the Department of Social Services (DSS), is seeking a qualified nursing‑home‑level provider to deliver 45 beds of care for individuals who are difficult to place, including those transitioning from correctional facilities or higher levels of care. The provider must meet PASRR (Pre‑Admission Screening and Resident Review) requirements, have strong connections to local behavioral health and corrections services, and be able to operate across systems. The contract will be awarded to a single provider who can demonstrate clinical qualifications and the capacity to manage complex care behaviors in a nursing home setting. • Scope: 45 skilled‑nursing beds for complex behavioral health populations • Required qualifications: PASRR compliance, behavioral health expertise, connections to corrections and local health agencies • Contract type: Single‑source RFP for a state‑wide service provider • Anticipated start: Immediate upon award, with ongoing service provision • Submission deadline: July 30 2026 (same day as posting)

Budget estimate

$2,000,000 – $5,000,000

No explicit contract value is disclosed. Assuming a full‑time operation of 45 skilled‑nursing beds, average annual cost per bed for complex behavioral care in Connecticut is roughly $80,000–$110,000. Multiplying yields an estimated annual contract value of $3.6 million to $5 million. If the award is for a multi‑year term (common for such state contracts), the total budget could range from $7 million to $15 million. Therefore, a reasonable estimate for the award is between $2 million (minimum for a short‑term or partial‑capacity award) and $5 million (full‑capacity, single‑year).
