J--Point Adams Backup Power System

The Point Adams Backup Power System project involves the design, engineering, procurement, installation, testing, and commissioning of a central electrical backup system for the NOAA NWFSC Point Adams facility. The system includes a 400A service consolidation, a design-build battery energy storage system (BESS) with hybrid inverters, and an optional 20 kWdc ground-mounted solar PV array. The system must provide 72 hours of autonomy for critical loads during utility outages. Key features of the project include: • Service consolidation of two existing 200A services into a single 400A service • Design-build BESS with hybrid inverters and automated load-shedding control • Optional 20 kWdc ground-mounted solar PV array with DC-coupled topology • Compliance with various codes and standards, including the National Electrical Code (NEC) and the Oregon Electrical Specialty Code (OESC) • Buy American Act compliance for all components The project requires coordination with Pacific Power (PacifiCorp) for utility interconnection and approval. The contractor must provide temporary rental generation if necessary to ensure zero loss of critical research freezer loads during construction.
