Local Retail & Grocery - Supplemental

The Birdville Independent School District (BISD) is issuing a supplemental RFP to establish a catalog‑style contract for local retail and grocery items and related services across its campuses in the DFW metro‑area. The district will award multiple vendors on a discount‑based structure, with quarterly evaluation windows and the possibility of up to two one‑year renewals. Vendors must submit a full proposal package (including standard forms, insurance, W‑9, and conflict‑of‑interest questionnaire) by the final deadline of June 1 2027. The contract will initially run through June 30 2027, covering a broad range of goods (food, supplies, event rentals, printing, repair services, etc.) and services needed by schools. • Scope: Catalog‑type procurement of retail, grocery, food service, event, printing, repair, and miscellaneous goods/services for BISD campuses. • Geographic focus: Haltom City, Richland Hills, Hurst, North Richland Hills, Watauga and surrounding DFW area (Texas). • Contract term: Effective upon Board approval, runs to 6/30/2027 with up to two optional one‑year renewals (max 6/30/2029). • Award process: Quarterly submission deadlines (9/1/2026, 11/10/2026, 2/23/2027, 6/1/2027) with Board recommendation dates following each. • Evaluation criteria: Price (55 %), reputation/references (20 %), quality (1 %), fit to district needs (23 %), plus compliance factors. • Required attachments: 1295 form, COI, W‑9, Conflict‑of‑Interest Questionnaire, and any HUB certification. • Vendor restrictions: Companies already awarded under prior RFP numbers (016‑24, 016‑24A‑D) are ineligible. • Payment: Catalog discount structure; vendors must accept purchase orders and may accept procurement cards (Visa).
