REQUEST FOR LETTERS OF INTEREST (RFLOI): On-Call Right of Way (ROW) Agent

The Town of Knightdale is establishing a five‑year on‑call professional services contract to provide comprehensive right‑of‑way (ROW) support for transportation and capital‑improvement projects. Qualified firms will submit a Letter of Interest (LOI) by September 21, 2026. Selected firms may be engaged on an as‑needed basis for tasks such as survey work, title research, appraisal, negotiation, acquisition, preparation of conveyance documents, utility coordination, eminent‑domain support, and related consulting services. The contract will be funded partially with federal‑aid and will be paid on a lump‑sum basis. Subconsultants are allowed, and firms must be registered with the NC Board of Engineers and Surveyors (or appropriate licensing bodies). Evaluation criteria include qualifications, availability, experience with NCDOT/federal projects, and schedule adherence.
