Financial Accounting System

The State of North Dakota’s Retirement & Investment Office is seeking a commercial off‑the‑shelf (COTS) or SaaS financial accounting system to replace its legacy Microsoft Dynamics GP environment. The solution must support a full chart of accounts, general ledger, AP/AR, automated reconciliations, extensive financial reporting, and integration with custodial data (Northern Trust), pension administration (Neospin), the state’s PeopleSoft ERP, and a data‑repository/analysis system. The contractor will be responsible for data migration, configuration, testing, training, and ongoing support, with a contract term of two years after final acceptance. • Provide a cloud‑based financial accounting platform meeting GASB and GAAP requirements. • Implement integrations via SFTP (and optionally APIs) for custodial, pension, and ERP data exchanges. • Migrate three years of detailed transaction data plus two years of summarized balances from Dynamics GP (≈ 3 GB). • Deliver implementation, training, post‑implementation support, and maintain 99.9 % system availability with defined SLA credits.
