Missoula County TIF Economic Analysis RFQ

Missoula County’s Department of Community and Economic Development is seeking a qualified economic‑analysis consultant to support its Tax Increment Financing (TIF) program and Targeted Economic Development Districts (TEDDs) on a task‑order basis. The consultant will review private‑sector TIF assistance requests, conduct fiscal‑impact and market‑feasibility studies, provide “but‑for” financial gap analyses for new or existing districts, and present findings to county advisory committees and commissioners. The contract can last up to seven years, with the County issuing 1–3 task orders per year, and rates will be submitted on an hourly basis with annual inflation adjustments. Evaluation will focus on qualifications, experience, and hourly rates. • Perform economic and fiscal analyses for TIF applications and district performance. • Deliver draft and final written reports, including charts, tables, and narrative analysis. • Attend and present at MJAC, MDA, and County Commissioners’ meetings (in‑person or via Teams). • Provide hourly rate proposals; invoices submitted monthly with up to 30‑day payment terms.
