Description

The State of South Dakota is seeking a qualified consultant to serve as the PBIS/MTSS Coordinator for school districts statewide. The contractor will provide comprehensive behavioral‑support services, training, data analysis, and technical assistance to implement Positive Behavioral Interventions and Supports within a Multi‑Tiered System of Supports framework. The work includes delivering in‑person summer trainings, monthly on‑site technical assistance, data‑dig activities, and ongoing collaboration with district staff and state MTSS directors. The contract is for one year with possible extensions up to five additional years. • Deliver three summer, in‑person PBIS training sessions (New Team – 3 days, Booster – 1 day, Tier 2/3 – 2 days) across east‑ and west‑river locations. • Provide monthly on‑site technical assistance and attend state MTSS meetings, supporting districts in data collection, fidelity monitoring, and action‑plan development. • Supply data reports (Office Discipline Referral, Tiered Fidelity Inventory) and participate in evaluation surveys to inform contract extensions. • Maintain compliance with state certifications (e.g., non‑prohibited entity certification) and conflict‑of‑interest restrictions.

Budget estimate

$150,000 – $500,000

No contract value is disclosed. Based on typical statewide education consulting rates (≈ $150‑$250 per hour) and the expected workload—summer trainings (≈ 6 days total), monthly on‑site visits for 12 months, data reporting, and travel—annual compensation is estimated between $150,000 and $500,000. Lower end assumes a modest schedule (fewer districts, limited travel); higher end assumes maximum district load (15 schools) and extensive travel and reporting requirements.
