Financial Accounting and Data Repository and Analysis Information Systems

The State of North Dakota’s Retirement & Investment Office is seeking proposals for two integrated, cloud‑based solutions: (a) a comprehensive Financial Accounting System (Category A) and (b) a Data Repository & Analysis System (Category B). Both solutions must support multi‑fund general‑ledger, AP/AR, budgeting, GASB/GAAP reporting, and extensive data‑warehouse capabilities, while providing seamless two‑way integration with PeopleSoft, custodian data feeds, and the existing Neospin TFFR pension‑administration platform. Offerors may respond to either category or both, must submit separate technical and cost proposals, and demonstrate at least two years of market presence and five government implementations. The contract will be a fixed‑price, multi‑year agreement with a minimum 120‑day warranty, robust technical support, and annual maintenance for up to seven years.
