Request for White Papers: Intelligence Resource Execution and Oversight (Project Argus)

The Under Secretary of War for Intelligence & Security (USW(I&S)) is seeking prototype solutions to replace the legacy Budget and Intelligence Related Database (BIRD). Vendors must submit a white‑paper outlining a modern, flexible platform that ingests, catalogs, analyzes, and visualizes intelligence‑resource data and automates the production of the Congressional Justification Book (CJB). The solution must operate across multiple classification levels (UNCLASSIFIED to TOP SECRET), support data ingestion from PowerPoint, PDF, and Excel, and may be cloud, on‑premise, or hybrid. Direct on‑site engagement with government analysts is required throughout prototype development, with a hard deployment target of September 2027 and a minimum 12‑month on‑site sustainment thereafter. • Data ingestion, management, and secure multi‑classification support (IL 2‑7). • Financial analytics “Super Intelligence” query tool with dashboard creation and CJB generation capabilities. • Mandatory on‑site work at the Pentagon; clearance up to TS/SCI required; compliance with DoW/IC cybersecurity (RMF, NIST, DISA STIGs, etc.). • Must provide a pros/cons comparison of cloud vs. on‑premise hosting and a rough order‑of‑magnitude cost estimate.
