2026 GCCS Construction Quality Assurance (CQA)

The City of Toledo is seeking a qualified engineering firm licensed in Ohio to provide Construction Quality Assurance (CQA) services for the 2026 Gas Collection and Control System (GCCS) construction at the Hoffman Road Landfill. The contractor will be on‑site during well abandonment, redrilling, and forcemain installations, verify construction against drawings, produce as‑built surveys, and deliver a final construction documentation report meeting Ohio Administrative Code requirements. The scope includes daily field representation, detailed survey work, preparation of draft and final reports, and coordination with the Ohio EPA. Bidders must submit extensive paperwork, including vendor registration, insurance, EEO, living‑wage affidavits, and three project references. • Provide on‑site CQA services for landfill well and forcemain construction • Produce as‑built survey data and updated GCCS layout in ACAD format • Deliver draft (45 days post‑field work) and final (30 days after comments) construction documentation reports compliant with OAC 3745‑27‑08(H) • Meet licensing, insurance, and extensive City paperwork requirements, including living‑wage and debarment certifications
