The Wyoming Department of Environmental Quality, through the State Construction Department, is seeking qualified engineering and planning firms to submit Statements of Qualifications (SOQs) for the FY26 Community‑Wide Brownfields Assessment. The effort will be statewide and includes preparing site redevelopment and reuse plans, conducting Phase I and Phase II Environmental Site Assessments, developing site‑cleanup plans, and supporting public outreach and community engagement. The contract will be awarded in early 2027 with work continuing through September 2031.
• Scope: Phase I & II ESAs, redevelopment/reuse planning, cleanup planning, QAPP updates, outreach.
• Required personnel: Wyoming‑licensed PE or geologist, asbestos/lead inspectors, planners, structural, MEP, landscape architects.
• Deliverables: Site‑specific assessments, area‑wide plans, economic analyses, grant identification, health & safety plans, final close‑out report.
• Submission: SOQ ≤30 pages, electronic via Public Purchase by 1 p.m. MT, Nov 3 2026.
• Evaluation: Qualifications‑based scoring, interviews Dec 7‑10 2026, contract execution Q1 2027.
