The State of South Dakota’s Bureau of Information and Technology is seeking a qualified vendor to provide a fully operational mainframe disaster‑recovery service. The awardee will host state‑owned mainframe hardware, deliver collocated equipment, and supply 24×7 support services to ensure rapid recovery of critical government systems in the event of a disaster. The contract runs for three years with renewal options and includes strict security, data‑location, and compliance requirements. • Provide collocated State‑owned hardware (Luminex VTS MVTi, Fortigate firewalls, Juniper switch) and a vendor‑owned server cabinet meeting detailed power, fiber, and networking specs. • Deliver a complete recovery‑service suite: base client subscription, recovery‑site access, 48 hours of annual test time, remote console support, and the ability to restore mainframe services (including an IBM z15 or higher system) on demand. • Meet extensive security clauses: U.S.–only data centers, AES‑256 encryption, 7‑year log retention, background checks, cyber‑liability insurance, and prohibition of hardware from Huawei, ZTE, Nuctech, or any Entity‑List vendors.
