Description

The Florida Department of Transportation is seeking qualified mitigation banks to sell wetland mitigation credits (both federal and state) needed to offset impacts from the SR 64 (Manatee Ave) to Perico Bay Blvd (Anna Maria Bridge Replacement) project in the Sarasota Bay Subbasin. The contract is a 24‑month term, with the Department purchasing credits on an as‑needed basis at the lowest cost per credit. Vendors must hold valid state or federal mitigation banking permits, provide current credit ledgers, and demonstrate that credits are acceptable to the relevant regulatory agencies (SFWMD, FDEP, USACE, USFWS). No minimum quantity is guaranteed; the Department will award purchase orders to the lowest‑priced responsive bidder(s).

Budget estimate

$100,000 – $1,000,000

The solicitation does not disclose a total contract value. Typical wetland mitigation credits range from $20,000 to $100,000 each, and the estimated need is roughly 1.4 credits for each of two credit types (state‑only, federal‑only, or combined), plus species credits. Assuming the Department purchases between 5 and 15 credits over the 24‑month period, the total contract could fall between $100,000 (low‑end price, few credits) and $1,000,000 (high‑end price, many credits or premium species credits). The final amount will depend on the selected credit mix, market prices at purchase time, and any additional administrative fees (e.g., MFMP Transaction Fee).
