Stream Mitigation Bank Development

The County is soliciting qualified consultants to develop a stream mitigation bank on publicly owned land. The work includes full‑cycle services: planning, design, permitting, construction, monitoring, and long‑term management to generate stream credits for the U.S. Army Corps of Engineers. The consultant must have expertise in fluvial geomorphology, stream and wetland restoration, and the ability to navigate federal permitting processes. • Conduct site assessments and develop detailed mitigation bank design packages. • Secure all required permits (state, federal, local) and coordinate with USACE. • Build, monitor, and manage the mitigation bank, providing annual reports and credit documentation.
