Aerial Imagery and Landuse/Landcover GIS Data

The State of Delaware, Office of State Planning Coordination, is seeking professional services to collect statewide aerial imagery and Land Use/Land Cover (LULC) data. The project involves collecting ortho-rectified aerial imagery and creating a LULC dataset through photo-interpretation of the imagery. The dataset will be used to update existing LULC data and provide detailed maps of impervious surfaces. The contract will be for a period of two years with two optional extensions of two years each. The vendor is expected to provide multi-year contract solutions for statewide dataset collection and responses for individual or combinations of datasets. Key points to consider: • The vendor must provide a statewide, four-band, high-resolution, ortho-rectified, leaf-off collection of aerial imagery in 2026 and on an optional two-collection biennial schedule. • The LULC dataset will be based on the photointerpretation of current ortho-imagery to update existing LULC data. • The dataset will be delivered to the State and served publicly through the Delaware FirstMap GIS enterprise solution. • The vendor must provide a polygon-based land use/land cover GIS dataset using the "Anderson" land use/land cover scheme. • The resulting dataset shall be based on interpretation of the most recent aerial photography and shall result in a meaningful time-series comparison with previous LULC datasets.
