Rhode Island Commerce Corporation seeks a qualified consultant or consulting firm to provide comprehensive technical‑compliance services for broadband infrastructure projects funded through the U.S. Treasury Capital Projects Funds (CPF) and the NTIA BEAD program. The effort includes certification of CPF network segments, on‑site field visits for BEAD project areas, advisory support, and an optional compliance‑management technology platform. The consultant must verify optical power levels, network capacity, invoice reasonableness, and conduct or review OTDR testing, while providing timely recommendations on compliance failures.
